The following documents form part of the Anglican Diocese of Bathurst’s framework for managing Work Health and Safety (WHS) and property-related risks at a parish level. Together, they provide guidance on legal responsibilities, establish required policies, and support ongoing monitoring of workplace safety and building conditions.
These documents are designed to help parishes meet their obligations under the NSW Work Health and Safety Act 2011, promote a safe environment for clergy, staff, volunteers, and visitors, and ensure consistent compliance across all parish properties.
Parishes are responsible for reviewing, completing, and maintaining these documents as required, tabling completed inspection forms at Parish Council meetings, and submitting copies to the Diocesan Registrar where specified. This coordinated approach supports proactive risk management, transparency, and shared accountability for health, safety, and property stewardship across the Diocese.
Fire Safety Compliance
Risks relating to fire safety and first aid kits must be attended to as soon as possible. To that end the following service providers, who are used by some of our parishes for fire safety compliance, should be able to assist:
First Aid Kits
Appropriate first aid kits should be able to be purchased from a range of local retailers as well as online from organisations including St John Ambulance and Australian Red Cross.
Automated external defibrillators (AEDs) are not mandatory but recommended and can be sourced locally at a competitive price from Royal Life Saving.

Work Health and Safety Responsiblities
This document explains who is responsible for workplace health and safety (WHS) across the Anglican Diocese of Bathurst. It clarifies legal duties so that parishes, diocesan bodies, clergy, staff, volunteers, and visitors understand their obligations.
Work Health and Safety Policy
This document is provided as a policy template for use by parishes. It sets out the parish’s commitment to providing a safe environment for workers, volunteers, and visitors. Parish churchwardens are required to review this policy, digitally sign it, and return a completed copy to the Diocesan Registrar.
Annual Parish Work Health and Safety Inspection Form
This is a mandatory compliance tool for the Anglican Diocese of Bathurst. It is should be completed annually for every building in the Parish to ensure safety standards are maintained. Completed inspection forms are to be tabled at a Parish Council for review, consideration, and action where applicable, with a copy sent to the Diocesan Registrar.
Annual Parish Property Maintenance Inspection Form
This is a mandatory document used by the Diocese to assess the physical condition of parish buildings and grounds. It must be completed annually for every building as a supplement to the annual WHS inspection. Completed inspection forms are to be tabled at a Parish Council for review, consideration, and action where applicable, with a copy sent to the Diocesan Registrar.

This document is to be completed and displayed in a prominent location in every parish building.
